Water Governance in the Kunene River Basin

Integrated Water Resources Management (IWRM) promotes a River Basin Organisation at the core with the mandate of building consensus and harmonising local, regional and national water policies. Effective water governance relies on appropriate national laws and institutions—national, provincial and local—that require water to be managed in accordance with the principles of integrated water resource management.

This chapter provides an overview of how the two riparian states of the Kunene are doing this through both their own national laws and the initiatives of the bilateral Kunene Permanent Joint Technical Commission.

• National Water Laws in both Angola and Namibia;
• History and organisation of the Permanent Joint Technical Commission (PJTC) for the Kunene River; and
  
• Initiatives currently being undertaken by the PJTC.

Transboundary water governance is of vital importance for the dry region of Lower Kunene River basin.
